Leigh M. Chapman was appointed Director of Policy for the Department of State on July 13, 2015.

In her role as Policy Director, Leigh manages the Department’s policy and regulatory development process in coordination with the Governor’s Office of Policy. She will provide research, analysis and recommendations on key departmental issues that impact the program areas of charities and corporations, elections and professional licensure.

Before joining the Department, Ms. Chapman was a Staff Attorney at the Advancement Project, a national non-profit organization where she worked on election administration policy across the country. Prior to that position, Ms. Chapman worked at the international law firm of Dewey and Leboeuf of Washington, D.C. where she focused on regulatory matters.

Ms. Chapman graduated from the University of Virginia earning a B.A. in American Studies and History and received her J.D. from Howard University School of Law where she was a member of the Human Rights & Globalization Law Review. In law school, Ms. Chapman externed for the late Honorable Napoleon A. Jones, Jr. of the United States District Court, Southern District of California.

Ms. Chapman currently serves as Chair of the National Bar Association Young Lawyers Division and was Co-Chair of the National Bar Association Election Protection Committee.

Ms. Chapman lives in Dauphin County.
